The rule postulates that approximately 80 percent of people will stand around like statues in the wake of catastrophe and do nothing. Why people would give up at that mere mention of the threat is perhaps best explained by Dr. ![]() ![]() Hiroshima and Nagasaki taught us that people will survive even within the blast radius. The fact is, many people would survive a nuclear strike. This is not an effective survival strategy.
